Licensing Launch Service Agreement
Last updated November 1, 2026
This agreement explains what you get with the Licensing Launch package, how it works, and what it does not cover. By completing your purchase, you agree to these terms.
1. What's included
- The Operator Kit. The Michigan AFC Startup Playbook, the startup-cost spreadsheet and the AFC Administrative Binder (29 policies, procedures and forms), delivered by download right after purchase.
- Three coaching calls with Hal, 45 minutes each, by Zoom. Use them for your plan, your property, your population, your budget, your policies, or anything else about getting licensed and opening.
- One application review. Send Hal your draft license application packet (for example, the application, program statement, admission and discharge policies, floor plan and staffing plan). Hal reads it and returns written notes within 5 business days. After you make changes, Hal will re-check the revised packet once.
- One pre-inspection walkthrough, up to 60 minutes, by live video. Before your licensing inspection, you walk Hal through the home on your phone or tablet, room by room, using the Pre-Inspection Walkthrough Checklist. Hal points out anything that could be written up and you get a short written list of items to fix.
2. Time limit
All calls, the application review and the walkthrough must be used within 6 months of your purchase date. Anything not used within 6 months expires. If LARA's schedule delays your inspection past 6 months, email before the 6 months are up and the walkthrough will be held for your inspection date.
3. How to book and send documents
- Book each call and the walkthrough on the Licensing Launch calendar link in your welcome email. Calls are weekdays, 10 a.m. to 4 p.m. Eastern.
- Send documents for review to [email protected] with the subject line "Licensing Launch review." PDF or Word files are fine.
- To reschedule, use the link in your confirmation email at least 24 hours ahead. A call missed without notice counts as used.
4. What this package does not include
- Hal does not fill out, sign or submit forms for you, and does not contact LARA, the Bureau of Fire Services or any agency on your behalf.
- Hal is not a lawyer and does not give legal, tax, accounting or financial advice. Have an attorney review your policies, lease and agreements, and use a CPA for tax and accounting questions.
- No in-person visits. The walkthrough is by video.
- Fire safety rules for homes licensed for 7 or more residents (Bureau of Fire Services) are outside the scope of the walkthrough beyond general observations.
5. No guarantee of licensure
Hal shares what he learned running a licensed Michigan AFC home for more than 20 years. Licensing decisions are made only by the State of Michigan. Hal cannot guarantee that you will be licensed, that your home will pass an inspection, or that you will fill beds or make a profit. You are responsible for meeting the Adult Foster Care Facility Licensing Act, the licensing rules and all other laws that apply to your home.
6. Refunds
You may cancel for a full refund within 7 days of purchase, as long as your first call has not taken place. The refund window ends at whichever comes first: 7 days after purchase or the start of your first call. After that, the package is non-refundable. To cancel, email [email protected] or text (810) 428-1343.
7. Strategy Call credit
If you bought a $197 Strategy Call before buying Licensing Launch, use the Strategy Call owner link to pay $1,000 instead of $1,197. The credit applies once per person.
8. Confidentiality
Hal keeps your documents and plans private and uses them only to help you. Please do not send residents' personal or health information.
9. Contact
